For most applications, yes. The pressure regulator stabilizes the output pressure, while the flow meter provides the measurement needed for process control and billing. Some all-in-one units combine both functions.
Thermal mass meters measure mass flow directly and have better turndown (50:1 vs 10:1). DP meters are less expensive but require temperature and pressure compensation for mass flow calculation.
